For making adequate management decisions on formation of systems and the appearance of satellite communications is necessary to develop methodological tools to justify the selection of an efficient option, considering the range of factors and synergies. Most of the compared indicators construction variants of satellite communication systems are not quantified or not in the form of statistical or sampled data. To account for the influence of factors at different options for the design of satellite communication systems and the existence of synergetic effect of their operation was established a system of private and General indicators, the developed model of integral estimation of effectiveness, the procedure of expert assessment of composition, the significance of the particular indices of the integral model and to assess directly the effectiveness.
