Adaptiveness under image signal compression in digital TV systems

An object of present article is to present an analysis of the specificity of intraframe structure distortions which are caused by high-frequency spatial spectral components suppression. This suppression is caused by quantization which is used in compression process. An algorithm that preforms adaptive compression considering anisotropy of averaged spectral intensity of real images and relative position of adjacent blocks is given. Variants of optimal location of blocks in intraframe area depending on spatial image structure specificity are also overviewed. Research on video compression methods and algorithms efficiency of H.265/HEVC standard

The first conventional video compression standard MPEG-2 was finaly adopted in 1996, resulting in rapid development of digital satellite broadcasting. Completed in 2003, MPEG-4 part 10 (H.264/AVC) became the next generation standard to give inducement for development of DVB-T/C, Internet TV systems and for emerging of video communication and video sharing services. The next generation video compression standard H.265/HEVC is expected to be released in January 2013. It is expected to result in emerging of ultra high definition video systems.
The paper describes methods and algorithms of digital video compression, that form the basis of H.265/HEVC video compression standard, with respect to their influence on video compression ratio. Also general compression efficiency of H.264/AVC and H.265/HEVC standards is investigated.

Design of centralized management system for Russian PSTN in an emergency situations

With increasing intensity of natural disasters and man-made disasters in Russia, there is an urgent need for the establishment of appropriate information and telecommunication systems that can monitor emergencies, and provide operation process for public switched telecommunications network (PSTN) of the country in case of emergencies. To solve this problem, as international experience shows, it is possible through the creation of a centralized management system (CMS) PSTN.
The general approach and various designing methods for CMS PSTN are considered. To solve the problem, we introduce the concept of «management services» in an emergency situation and given its brief specification. To test the developed methods using the model center of OSS / BSS in the University.

Universal encoder for composite system of office information transmission’s on digital channels

Creation of universal coder is conditioned by the problems of the uncomplex use of the systems of notification about emergencies on a radiobroadcast channel. The use of all facilities of broadcast is in the different ranges of waves, at that the analog voice program is accompanied by the digital channel of additional services, allows to strength efficiency of measures on notification and mobilization of corresponding services. Method of Lindli equation’s numerical solution under analysing mass service systems

The Gauss-Kristoffel method for numerical solving the integral Lindli equation considered in the article. The algorithm estimates the average queue length and the size of the buffer for a node carrier networ k was developed.
