ANALYSIS OF INFORMATION SECURITY POSTS OF SCTP TRANSPORT LAYER

Analysis of the main disadvantages of information security transport protocol SCTP using Threat Protection standardized protocols IPSec and TLS. Considers the proposals by foreign authors new and improved security protocol S-SCTP. Foreign experts are suggestions for other improved security mechanisms. The results of this analysis can be used for the continuation of work on assessing the level of information security threats when using transport layer
protocol SCTP.

THE MECHANISM FOR INCREASING INFORMATION SECURITY IN THE SS7 SIGNALING SYSTEM OF PUBLIC COMMUNICATIONS NETWORKS

Vulnerability to threats of information security located in the operating system SS7 are devoted to domestic and foreign experts. Damage to the implementation of DoS attacks by malicious users to transfer to the messaging subsystem illegitimate MTP signaling network management messages expressed in the loss of function of establishing a connection between users of public communications networks operators of the Russian Federation. This refers to the PSTN / ISDN, mobile networks 2G and 3G, VoIP protocol SIP. The proposals by foreign experts of a new algorithm for improved mechanisms to enhance information security MTPSec SS7. Considered as one proposed by foreign experts TCAPSec mechanism to ensure information security subsystem features TCAP transaction between JMPR land mobile objects PLMN. Noted the need for an active public communication networks of the Russian Federation, using SS7, works to improve the information security of these networks with new foreign protection mechanisms. Particular attention should be paid to this when creating a system for calling emergency
services on a single number 112.

USER IDENTIFICATION AND E-AUTHENTICATION ASSURANCE LEVELS FORMING

INCREASING DIGITAL SIGNATURE SYSTEMS SECURITY LEVEL BY INTEGRATING RFID SYSTEMS

Digital signature systems are widely used, in particular, in payment systems. To generate approved digital signatures reliable protection mechanisms are required in order to prevent private keys leakage, unauthorized use or other risks. It is proposed to use radio frequency identification technology (RFID technology) to combine premises physical access control functions, computer resources access control and management, and digital signature generation. This combination allows increasing system security dramatically. Even the simplest RFID tags introduce an additional protection level to the system, but high quality RFID tags with cryptographic capabilities after appropriate digital signature calculation process modification allow to prevent getting digital signature on fake documents. Further development of suggested system is to provide authorized user presence permanent monitoring while using computer with limited access through periodic scanning of his or her RFID tag.

ESTIMATION OF A RATE OF RETURN ON CAPITAL OF ELECOMMUNICATIONS OF OPERATOR WITH SMP IN RUSSIA: CHALLENGES AND PROPOSITIONS FOR
IMPROVEMENT

This paper considers modern challenges estimating a rate of return on the capital of a Russian operator with the SMP (significant market power) in the telecommunications public networks by investigation the author`s expertises for the Federal Agency of Communication of the Russian Federation in 2006−2015. Current regulation acts of Telecommunication of Russian Federation don`t reflect in a full measure of processes of transformation and merger in telecommunications
market in during recent ten years. Author proposes improvement the current Regulation Directive of the Ministry of Information Technologies and Communication of Russian Federation 24.05.2006 N 66, which concerns estimation of a rate of return on the capital of a Russian operator with the SMP in the telecommunications public networks.

The analysis of basic models of delta functions, equivalent schemes and P-matrixes of filters on the surface acoustic waves (SAW) on the microwave oven is carried out, and on his basis the software is developed for calculation of all types of basic designs of SAW filters with a high input power for systems of special communication, the radar and telecommunication equipment.
