Developing wireless technologies have caused the appearance of multi-frequency stochastic non-stationary electromagnetic fields in the environment, which has led to the need to revise the concept and principles of protecting the population from a new influencing factor. The possibility of conducting medical and biological research and introducing generalized safety criteria in a new «in digital» experimental format is discussed.

RADIO MONITORING OF TECHNOGENIC OBJECTS IN NEAR-EARTH SPACE. TECHNOLOGIES USED AND DEVELOPMENT PROSPECTS

The article is devoted to the problems of increasing the efficiency of satellite radio monitoring. The radio monitoring technologies used do not provide the necessary high level of completeness of satellite radio monitoring due to the significant increase in the number of technical objects in near-Earth space. The article discusses promising technologies of satellite radio monitoring based on the assessment of the parameters of the state of the electromagnetic situation from objects in near-Earth space.

DECOMPRESSION METHOD OF FPV VIDEO STREAMS FROM UNMANNED SYSTEMS BASED ON A LATENT DIFFUSION NEURAL NETWORK MODEL

The article proposes an original method for restoring a compressed video stream while preserving the ability of an unmanned system to perform assigned tasks. The novelty of the proposed method lies in the fact that the underlying diffusion model, developed by transforming the elements of a pretrained deep generative neural network model of inverse diffusion, allows not only to restore the originally compressed transmitted video stream in order to reduce the delay, but also to maintain the required quality of the transmitted image.

ALGORITHMS FOR ENERGY SAVING IMPROVEMENT OF USER EQUIPMENT IN 5G NR COMMUNICATION SYSTEMS. PART II

The purpose of this work is to increase the efficiency of the discontinuous reception (DRX) scheme used for user equipment (UE) energy saving in 5th Generation (5G) wireless mobile communication systems of the New Radio (NR) standard starting from the first release (NR Release-15). In the second part of the paper, the energy efficiency of the algorithms proposed in the first part is analyzed by the system level simulations for various traffic models in the most important scenario (Dense Urban Macro) of the 5G wireless mobile communication systems deployment in urban environments. The analysis of the simulation results showed that the proposed methods of the discontinuous reception scheme adaptation to incoming traffic provide a significant gain in energy saving (up to 70%) for all types of data traffic in case of low load of the communication system time-frequency resources. Modeling of the communication system with using the signal for the user equipment transition to sleep mode demonstrates its versatility with respect to the type of incoming data traffic.

The recently standardized by 3GPP integrated access and backhaul (IAB) technology is expected to provide costefficient densification of 5G New Radio access network. This technology may provide a simple and efficient solution for providing uninterrupted connectivity along the highways. However, relying on multi-hop communications, one of the critical metrics in such a system is latency that has been hardly explored so far. In this paper, we consider a roadside deployment of IAB system operating in millimeter wave (mmWave) band. To this aim, we utilize the tools of the queuing theory to characterize the packet delay as a function of system parameters. Our numerical results show that the choice of the transmission phases' duration is the key optimization parameter for controlling the packet latency.

THEORETICAL SUBSTANTIATION OF ZERO ABSOLUTE TRANSMISSION LEVELS IN TELECOMMUNICATIONS

The article presents a mathematical and electrical model to substantiate zero absolute transmission levels in resistance, on the basis of which the corresponding voltage and current levels are calculated. The refined zero absolute transmission levels obtained after theoretical substantiation from scientific positions are proof of the correctness of the empirical choice of the existing zero (reference) values of their resistance and power.

REFORMING THE LICENSING STRUCTURE IN THE FIELD OF TELECOMMUNICATIONS IN THE RUSSIAN FEDERATION

The main trends in the global practice of licensing in the field of telecommunications are considered, and the analysis of the state of licensing of communication services in the Russian Federation in the context of deep technological modernization of the industry is carried out. As a matter of discussion, a number of measures have been proposed to bring licensing requirements in line with the current structure of the telecommunications network of the Russian Federation and promising areas of its development.

AN ALGORITHM FOR A SPACECRAFT TO SELECT AN EARTH STATION TO ESTABLISH COMMUNICATIONS IN BANDS WHOSE RADIO TRANSPARENCY DEPENDS ON THE STATE OF THE ATMOSPHERE

Due to the complexity of accurate weather forecasting, traditional planning of communication sessions between spacecraft and earth stations in wavelength ranges, where the radio transparency depends on the state of the atmosphere, can lead to the impossibility of carrying out communication sessions with a given quality. The article describes an algorithm for automatically selecting an earth station by a spacecraft to establish high-speed communications with highly directional antenna systems in the specified wavelength ranges, depending on the state of the atmosphere, which can serve as the basis for creating information exchange systems with multi-satellite constellations.

The paper proposes a structural scheme of a wireless underwater acoustic transceiver, which will be characterized by low cost, minimal power consumption (that is, long battery life), the ability to organize communication between transceivers both in the line of sight (point-to-point mode) and to organize communication between transceivers that are not in the line of sight (transit mode) and modularity, replacing failed units rather than the entire wireless underwater acoustic transceiver.
