It is shown that taking into account that in the modern conditions of means information influence of different malefactors and violators both on telecommunication networks, and on their management systems, reached such level that they can break normal operation of an infocommunication network of a special purpose (ICN SP), influencing not only it, but also the management system (MS), special requirements which along with requirements of application traditional methods of support information security of MS, include also requirements to methods of framing the controlling influences are imposed to the organization of control ICN SP. Thus support of normal operation of the modern ICN SP in the conditions of intensive influences (including computer attacks) assumes that in MS needs to use the ad hoc methods of control allowing to organize rationally operation ICN SP.
According to features of creation and operating conditions ICN SP different options of the organization of control ensuring their normal functioning in case of intensive impacts on it are offered.

S. N. Padalko, MAI, Director of department 609, professor, Dr.Sci. (Tech.); snp@inmas.ru

This article discusses some aspects of legal support implementation small cell in networks of mobile radio communication standards UMTS and LTE. Small cell — this wireless access points operating in the LTE network features low power base stations (BS) short range. They support the connection of users to the core network, where access to the main network is restricted by the BS. Small cell allow operators to significantly reduce capital and operating costs in the development of the network to improve coverage and increase network capacity. Until recently, the introduction of small cell in Russia imply compliance with all previously adopted legal acts (LA) in the field of communication concerning the implementation of long-range BS (macrocell), which significantly hampered the mass introduction of small sell mobile operators. The article analyzes the current state of domestic regulatory LA introduction small cells in networks of mobile radio communication standards UMTS and LTE. LA is to analyze the development of proposals for adjustment of existing legislation to facilitate mass adoption decisions small cell in networks of mobile operators.

DETERMINATION OF THE RESERVE PRICE OF AUCTION LICENSES TO PROVIDE TELECOMMUNICATION SERVICES USING FREQUENCY SPECTRUM IN RUSSIAN FEDERATION

E. E. Volodina, MTUCI, professor, associate professor, Ph.D.; evolodina@list.ru

Defining the reserve price is one of the stages of the preparing spectrum auction process. In the article authors give their reasons for using existing one-off and year spectrum payment calculation methodology as a base for calculating reserve price for spectrum auction taking into account existing legal framework for other nature resources (land, forest, water and so on). Authors give three possible approaches for calculating reserve price: one-off spectrum payment, yearly spectrum payment and both one-off and yearly spectrum payments. The analysis of pros and cons of those approaches made it possible to recommend one of them (the sum of one-off and yearly payments) for defining the reserve price in Russian spectrum auction.
